Report for the sustainability of the UNA

The Prime Minister of General Affairs and External Relations requested a committee to bring suggestions to improve the atmosphere at the University of the Netherlands Antilles and to strengthen the confidence toward the institution. Opening Academic Year

On the 5th of September the University of Netherlands Antilles celebrated the annual opening of the Academic Year. The evening was opened by the Rector Magnificus prof. dr. Jeanne de Bruijn. The keynote speaker for the evening was Ronald Gomes Casseres, managing director of the "Maduro & Curiel's bank. His speech was entitled: "Governance and Society".

On this evening also certificates were handed over to the members of the IntroCommUNA by the Rector Magnificus. Afterword the Camp director Natalienne Sillie gave a speech in which she explained the work of the IntroCommUNA.

Graduation


On Friday June 20 the University of the Netherlands Antilles organized its annual graduation ceremony. During this evening 168 students received their Bul. This year again it was a festive ceremony, which was also attended by the Governor of the Netherlands Antilles
 mr. Goedgedrag, Francisca, Minister Leeflang of Education and the deputee of Economic affairs, mr. Rhuggenaath. 
 
 This year was the year with the most graduates during the history of the UNA.

Lecture dr. Linda Rupert

Fundashon National Archaelogical Antropological Memory Management NAAM in cooperation with the University of the Netherlands Antilles organized a series of lectures from May 27th to July 1st: "Freeports of the Caribbean".  These lecture were meant to dedicate attention to the life and emancipation of the inhabitants of Willemstad (Curacao) and Oranjestad (Statia) in the 18th and the 19th
Century.

The first lecture took place on the 27th of May and the Keynote speaker of the evening was dr. Linda Rupert, Assistant Professor, Atlantic World Department of History UNC Greensboro. Her lecture was entitled: "A Messy Trade in Chocolate".

Lecture mr. H.A.F.M.O. van Mierlo

On the 15th of May mr. Hans van Mierlo gave a lecture at the UNA. The lecture was entitled: "Democratie en Deugdelijkheid". This event was the last event in the sequel "Democratie en Deugdzaamheid" that was organized in cooperation with Het Kabinet van de Gouverneur.

During this evening the first copy of the compilation of all the speeches held during this sequel was presented to the premier of the Netherlands Antilles mrs. E de Jongh Elhage.

Economic Seminar part II

The Department of Economic Affairs and the Faculty of Social Sciences and Economics of the University of the Netherlands Antilles organized a Economic Seminar consisting of 5 seminars.

The second seminar was on the 24th of April. The moderator for the seminars is Mr. O. Cuales.

The second seminar was held in the International Trade Center and started with a introduction  by Mr. Cuales. Afterwards the evening was officially opened by the Dean of the Faculty of Social Sciences and Economics Drs. Paul van Bladel.

Following the commissioner of Economic affairs Mr. E. Rhuggenaat also held his speech. The keynote speaker was Mrs. Maryse Robert. The program followed with the introductions from the panel consisting of Mr. Desmond, Mr. Slusher and Mr. Tromp.

Economic Seminar

The Department of Economic Affairs and the Faculty of Social Sciences and Economics of the University of the Netherlands Antilles organized a Economic Seminar consisting of 5 seminars.

The first seminar was on the 28th of February and the last seminar on the 27th of November 2008. The moderator for the seminars was
Mr. O. Cuales.

The evening for the first seminar started with a introduction by Mr. Cuales. Afterwards the Seminar was officially opened by the Rector Magnificus of the University of the Netherlands Antilles Prof. dr. Jeanne de Bruijn. The program followed with a speech of the Dean of the Faculty of Social Sciences and Economics Drs. Paul van Bladel.

Following the commissioner of Economic affairs Mr. E. Rhuggenaat also held his speech. The keynote speaker was Mr. R. Chong director of DEZ. The program followed with the reactions from the panel and a discussion with the panel and the audience. The evening ended with a social gathering on the patio of the UNA.

Celebration Dies Nathalis


On January 11th the UNA celebrated its 29th year of existence in the Aula of the university. This year the "Dies rede" (dies speech) was performed by drs. ing.
Steven Martina and had the title: “De centripetale kracht van de autonomie”.

The program started at 20:00 with a presentation of the annual report by Rector Magnificus prof. dr. Jeanne de Bruijn, about the year 2006-2007

Following drs. ing. S. Martina performed his speech. Afterwards the students counsel for the year 2007-2008 performed a speech to introduce themselves.

During the last part of the evening the title of Doctor Honoris Causa was provided to Mgr. dr. Amado Römer.

The program was closed with a reception on the patio.

On November 29 at 20:00 hours the "Vereniging voor Bestuurskunde N.A. en Aruba", the UNA and the Curaçao Leadership Forum will be organizing a lecture, entitled: "Curaçao 2008, de erfenis van de gouverneur, de bisschop en de Shell-directeur" by mr. dr. On November 28 professor Gert Oostindie, director of the KITLV/Royal Netherlands Institute of Southeast Asian and Caribbean Studies at Leiden and holder of the new chair for Caribbean History at the University of Leiden, will be lecturing about "Koloniaal verleden, kleinschaligheid en goed bestuur" ("About good governance in a context of a colonial past and a small-scale community"). The lecture starts at 20:00 hours and will be in the Dutch language, while entrance will be free.

Dag van het commissariaat 2007

On November 15 and 16 the UNA organized the 2007-edition of the "Dag van het commissariaat", together with Van Eps, Kunneman and Van Doorne lawyers and the Galan Group. This year's event focussed on private and public governance and their differences and similarities. The speakers included speakers of government and the private sector and there were also a few workshops, about the principles of good government in practice.

This wasthe theme of a lecture by Joseph (Jopi) Hart, author of the novel "Election Dance" on Tuesday, October 30. The lecture was organized by the UNA, in cooperation with the FPI (Fundashon pa Planifikashon di Idioma).

Installation Wim Rutgers on new chair Literary science & research
On Friday, October 26, Wim Rutgers was be officially installed on the new chair at the Faculty of Law, with his oration, entitled: Niemand schrijft met opzet een slecht boek; Antilliaanse literatuurkritiek, literatuurgeschiedenis en literatuurwetenschap. (No one writes a bad book on purpose; literary criticism, literary history and literary science in the Antilles) The purpose of this new chair for literary science and research, is to build up knowledge by means of research and education, on an academic level. The chair will also will also enable more coordinated literary research and teaching and knowledge exchange between the islands in the Caribbean region.

Another lunch concert at the UNA

After the recent successful lunch concert on September 28 by Randal Corsen, the UNA has recently presented a second cultural lunch event, with pianist Carlos Prens. Carlos Prens performed on October 23d, between 12:00 and 13:00 hours. He played classical Spanish and Latin-American music with a folcloristic touch by composers like Granados, Turina And Etchevarria as well as some of his own compositions, in the same tradition.

Forum discussion about business incubator

On Friday October 19 several prominent citizens featured in a forum discussion at the UNA, commencing at 20:00 hours in the aula. The topic was development of entrepreneurship by means of the business incubator (a so-called breeding place for entrepreneurs). The program was opened by Minister Elvis Tjin A Tjoe of Economic Affairs and deputee Eugène Rhuggenaath of Economic Affairs and Tourism. Other contributors were be Rob de koning, Incubator of Twente's "Bedrijfstechnologisch Centrum", Larry Strain from the University of West Florida and director of the Small Business Development Center te Pensacola, Florida, Carl Camelia from the UNA and representative of the Curaçao Small Business Development Center (SEDECK). The panel for the discussion consisted of Hennie ten Hag, President Commissaris Incubator Twente (BTC Twente),Ramon Chong, head of the "Dienst Economische Zaken", Boy Magdalena, chairman of ADECK and a representative of the camber of Commerce. The program was followed by informal drinks.
On Saturday the UNA organized a meeting for students, about the same topic, which was very well-visited.

On Thursday, October 18 the UNA's faculty of Law celebrated the foundation of the Dutch Caribbean Human Rights Committee (DCHRC) with the lecture Taking ownership of human rights. Towards a maturing Dutch Caribbean by judge Bob Wit of the Caribbean Court of Justice in Trinidad & Tobago.

Rik Schutz and Ludo Permentier guided an information session about the new Dutch spelling at the UNA on Wednesday, October 17 at 20:00 hours in the aula of the UNA. At the instigation of the Minister of Education and in co-operation with the the Dutch "Taalunie", information is currently being provided in the whole Netherlands Antilles and in Aruba about the new Dutch spelling. The info session was meant for professional writers as well as for all, professionally concerned with writing like lawyers, teachers, public servants etc.

Press-conference at the UNA about the "drempelregeling"

On Monday, September 10, the UNA organized a press-conference, to inform the press about the "drempelregeling". The "drempelregeling" is a regulation, stipulating that students who don't obtain a pass for all their first year subjects, will loose all their grades. There has been a lot to do about this subject after 19 students of Architecture & civil engineering started complaining because they did not meet the requirements of the "drempelregeling" and hence lost their grades.  For further information you are referred to the press release (in Dutch).

Lecture about festival tourism

International Career Services, in cooperation with the Tourism Board, Hotel Breezes, CHATA and the UNA’s Faculty of Social Sciences and Economics present a lecture on Monday September 3 at the UNA, about Festival Tourism. The first lecture will be:

Festival Tourism in the Caribbean: An Economic Impact Assessment, presented by Dr. Keith Nurse, Senior lecturer at the Institute of International Relations, University of the West Indies (UWI), President of the Association of Caribbean Economists.

Following that there will be a second speech, entitled Festival Tourism in Curacao: Are we Capitalizing on the Ever Increasing Potential Economic Benefits of Events? Speaker Mr. Dino R. Daal M.S., Director Product Development and Cruise Tourism of Curaçao Tourism Board.

The opening speech will be by mr. Carl Camelia, Program Director of the Hospitality & Tourism Management Program of the UNA’s Faculty of Social Sciences and Economics.

The program will be in the Aula of the UNA, starting at 19:30 hours. Admission will be free.

Opening New Academic year

On Friday August 31 at 20:00 hours the UNA celebrated the opening of the new Academic year 2007/2008. The keynote speaker was Mayor Job Cohen. The title of his speech was Nation building: the importance of knowledge. His speech is in line with the purpose of his visit to respecively Sint Maarten and Curaçao, for the closing of cooperation agreements with the city of Amsterdam. Mayor Cohen discussed the importance of knowledge for cities in the 21st century and knowledge exchange as a tool for international relations. Rector magnificus prof. dr. Jeanne de Bruijn performed the opening the academic year in traditional manner and spoke about the importance of a well-educated population and the brainrain pehenomenon, recent developments at the UNA and exchange programs between the UNA and other universities in the Netherlands and in the region. She also took this opportunity to honor the board of the UNA's introduction committee (IntrocommUNA), guided by chairwoman and student Nathalie Cannegieter. The music was by Johnny Kleinmoedig and his combo and the program was closed off with drinks and snacks at the UNA's patio.

On Friday August 17th a number of students of the UNA's very first LOFO-class received their "propedeuse" certificates. The UNA is proud of them and wishes them lots of success in the rest of their studies.

Theme event report ARNA

On August 16 at 20:00 hours the UNA organized a theme event in its Aula together with the ABVO, the "Vereniging van diensthoofden" and the "Vereniging Bestuurskunde Nederlandse Antillen en Aruba". The event was based on the report "indienstneming en salarisbetaling van het eilandgebied Curaçao" (hiring and payment of salaries for the island of Curaçao). This report was issued by the "Algemene Rekenkamer Nederlandse Antillen (ARNA)" in June 2007. The discussion was about the question: "What should be done to gurantee good governance in the future "Land" government? The program included four introductions by respectively  K. Ersilia, RA, secretary of the ARNA, drs. G. Martes, RA CFE, director SOAB, mr. F. Wiel (Ombudsman Curaçao) and dr. M. Goede (UNA).The introductions were followed by a plenary discussion with the audience.

Lecture Rose Mary Allen

On Sunday morning, August 12 at 11:00 hours the UNA and the NAAM (National Archeological Museum) organized a lecture by anthropologist dr. Rose Mary Allen in the UNA's Aula.  The lecture bore the title "Di ki manera?" (in which way?"), which is also the title of Allen's doctoral thesis, defended by Allen in March 2007 in Utrecht. The lecture was a popularized presentation of her thesis and dealt with the history of  Curaçao's inhabitants of African origin.

In her thesis, Allen analyzed the cultural processes that influenced the daily life of Curaçao's inhabitants of African origin. In her lecture at the UNA Allen focussed on the "oral history", which she collected during the eighties via conversations with about 100 descendants of former slaves. Many of these persons, who were already elderly at that moment, have meanwhile passed away. The information that she obtained from these conversations was checked with information from written sources such as the Zikinzá-collection of interviews, held in the '60ies by father Paul Brenneker and Ellis Juliana.

On basis of this variation of sources, Allen discussed the influence of colonial government, the former slave owners and the Roman Catholic church on these former slaves. She also addressed the way in which the former slaves gave shape to their freedom and dealt with interventions from above. Central in this is the concept of power, in the context of the lack of equality in the nineteenth century society  of Curaçao.

At this occasion Rose Mary Allen presented a copy of her thesis to Ellis Juliana, as a token of her appreciation for his great contribution in this field.

The program was closed with a number of traditional songs, performed by children's choir "Carabelitas".

Debate on Antillean youth, August 7

"
How come part of the Antillean youth, both in the Netherlands and in the Antilles, goes off the rails?" This was the main theme of a debate on August 7th in the UNA's aula, being one of the subjects, deserving due attention in the context of new political developments.

Minister Omayra Leeflang of Education introduced the debate, which she held with drs. Mark Rutte (chairman of the political party VVD in the Dutch "Tweede kamer") and Rafael Lambourghini (specialist in Antillean youth work).  The debate was moderated by dr. Miguel Goede (Public administration scientist and political scientist) in co-operation with journalist Noraly Beyer. The discussion focussed on the possible role and influence of sports, art and culture, institutions such as guardianship boards, youth workers, the Deltaplan and the signing of the "Slotverklaring".

About the college- and registration fees UNA

For clarity's sake, the UNA has issued the following press release, explaining all about the fees and the paying of these fees. The press release is in the Dutch language.

COLLEGEGELD EN INSCHRIJFGELD UNA: EEN TOELICHTING
2 augustus 2007

Om alle onduidelijkheid rond het bedrag en de betaling van het college- en inschrijfgeld weg te nemen, presenteert de UNA bij deze een toelichting.

Het collegegeld voor het collegejaar 2007-2008 bedraagt ANG 2.500,-. Het collegegeld is hiermee ten opzichte van vorig collegejaar verhoogd met een bedrag van ANG 750,-. Deze verhoging is gebaseerd op een besluit van de Raad van Ministers van 12 juli 2006. De UNA is niet voornemens om dit bedrag voor de navolgende jaren te verhogen voor de Antilliaanse en Arubaanse studenten.

Naast het collegegeld brengt de UNA, net als andere onderwijsinstellingen, ook inschrijfgeld in rekening. Het inschrijfgeld voor het collegejaar 2007-2008 bedraagt ANG 500,-. Dit bedrag is niet veranderd ten opzichte van voorgaande jaren. De verandering zit hem in het feit dat de UNA van de studenten verlangde dat ze het inschrijfgeld, in tegenstelling tot voorgaande jaren, in één keer zouden betalen en niet in enkele termijnen.

Nadat de UNA ter ore kwam dat het voor een aantal studenten moeilijk was om het bedrag van het inschrijfgeld bij de inschrijving te overleggen, is in overleg met de Stichting Studiefinanciering Curaçao besloten dat het studenten mogelijk wordt gemaakt om het gehele bedrag van zowel het inschrijfgeld als het collegegeld, zijnde ANG 500,- plus ANG 2.500,- , in termijnen te betalen. Dit is exclusief de kosten voor de collegekaart (ANG 10,50).

Studenten die van deze nieuwe regeling gebruik willen maken, kunnen langskomen met de vereiste documenten voor inschrijving. De betalingsregeling kunnen zij ter plekke bij het Student Services Center van de UNA regelen.

Indien er nog vragen zijn met betrekking tot het bovenstaande, dan kan men langskomen bij het Student Services Center of telefonisch contact opnemen met het Student Services Center via telefoonnummer 8442-144/148/149/142.

Conclusion of successful UNA-Carmabi summer-workshops

n July 14 and 19 the first two UNA-Carmabi summer-workshops were concluded when in total 19 students received their certificates for respectively the Marine Biology and the Aquaculture & Mariculture course.

The participants to these first courses were mainly local with one participant from the US and a few from the island Bonaire. The Marine Biology course included a theoretical part and a number of practical components, during which participants went out in the field and in the sea for investigations. The workshop Marine Biology was a 10-day course, given during daytime and the Aquaculture & Mariculture workshop was a 7-day evening course. Conference "The new public servant" for policy-making public servants 

On July 6th the SEF organized a conference at the UNA entitled "The new public servant", with the purpose of waging a discussion about the future public servant and finding out whether there is sufficient support for the development of a local version of the Dutch “Bestuursacademie” (administrative academy) for higher citizens and governors.

Participants listened to a number of readings about the network society, the ideal of permanent education, the local concept of good governance and local trends in planning and development of our society. Based on these new public administration concepts, they worked at the development of a new profile for tomorrow’s public servant.

There turned out to be ample support for the development of a local administrative academy, with the following characteristics:
-         politically independent;
-         en educational concept that makes the participant the architect of his own learning process;
-         continuous dialogue with customers about the contents of the programs offered.

Important characteristics of the new public servant are:
-         the ability to operate in public-private networks;
-         designer of processes of argumentation between different parties in society;
-         ability to cope with dilemmas and conflicts;
-         able to experience loyalty towards politics as a sparring partner, on basis of competences.

Pilot projects are already in place for this new way of working.

Start of new LOFO for 2007-2008

In August 2007 the UNA will be starting a new course for LOFO (Lerarenopleiding Funderend Onderwijs). On July 17th at 19:30 hours there will be an Information session in the Aula of the UNA for the start of the new LOFO (Lerarenopleiding Funcerend Onderwijs). On August 9th there will be a session in Bonaire, at Xavier Medical School, starting at 19:30 hours.

Graduation at the UNA: 113 graduates for now

On Friday June 15 the UNA organized its yearly graduation ceremony in which 97 of the in total 113 graduates participated. This year again it was a festive ceremony, which was also attended by the Governor of the Netherlands Antilles mr. Goedgedrag, the chairman of the State council mr. Francisca, Minister Leeflang of Education and the deputee of Economic affairs, mr. Rhuggenaath. 

The total number of graduates for the academic year 2006-2007 is expected to become about 125, as a number of students is still expected to finish their degree between now and the end August. These late graduates will probably include the 11 first eleven graduates of the course "Hospitality & tourism management" which is run by Curises: these 11 students are currently returning from their practical training period abroad.

During the graduation ceremony the rector paid attention to the fact that the welfare of our societies depend to a large extent on the accumulation of knowledge, generated by research and passed on to a following generation and she discussed growing trends like livelong learning, resulting in a rising demand for education and the relation between mobility and standardization in education.

M.o.u. between UNA and IFE

On Friday June 15 UNA's rector, prof. dr. Jeanne De Bruijn and the director of the IFE (Instituto pa Formashon den Enfermeria) drs. Ivan Asjes signed an m.o.u. (memorandum of understanding) for a long-term logistic and administrative cooperation between the UNA and the IFE.

As the IFE is planning construction activities on the terrain next to the UNA and the UNA is already executing the first part of its expansion activities, the two organizations studied the possibilities for reaching economies of scale and found them. The M.o.u. contains a number of agreements about the shared use of various UNA facilitities such as the UNA library and the online library catalogue, the UNA's ICT-facilities, the campus and mensa and so on. Besides, part of the fundings, which will be allocated by the Dutch Ministry of Education for the construction of about 5 class-rooms, will be specifically allocated to the IFE. On the other hand, the UNA will be able to use these accomodations when the IFE will not be using them, for instance during the evening hours.

Lecture about consumer rights

On Wednesday June 6 professor Gerhard Rijken gave a lecture about consumer rights, entitled: "Kent u de consumentenbeschermende wetgeving? En profiteren consumenten wel van hun wettelijke rechten? (Do you know your consumer rights? And do consumers benefit enough from the consumer laws?). professor Rijken works as a councilor at the court of justice of the city Arnhem in the Netherlands and is also active as counselor of the
Fundashon pa konsumidó Curaçao (Foundation for Consumers, Curaçao).

Professor Rijken discussed several examples of disappointed consumers, making clear that knowledge about consumer rights is very poorly developed among consumers. As professor Rijken showed, consumer laws do cover quite a lot, so it is the consumers who should be made more aware of their rights. How to tackle this?

Theme-event about integrity (in English)

On Tuesday June 5 there was a theme-event at the UNA, under the title "Trends in integrity". Sylvia Marton PhD, political scientist and reseacher at the Bucharest University, exchanged information about trends in integrity with dr. Miguel Goede, political scientist and lecturer at the UNA. The themes discussed included political appointments, favoritism and small-scale societies and political party funding and the financing of election campaigns.

On Wednesday May 16, delegation members of the so-called "Bipartite" meeting "Parlementair Overleg Koninkrijksrelaties Nederlandse Antillen - Aruba" visited the UNA as part of the meeting which was held between May 14 and 18 at Curaçao. As the rector was in the Netherlands, on a business trip, the delegation was received by General Manager Hugo de França, who gave a presentation about the UNA.

Alumni meeting Faculty of law

On Friday May 4 the UNA's faculty of Law organized a meeting for alumni at 17:30 hours in the aula. The program included a few brief information sessions about actual topics in our community and a brainstorm about new developments in the educational programs of this faculty. The contributions were by prof. J. Reijntjes (Criminal law), dr. V. Heuger (law and language in the Netherlands Antilles and Aruba) and mr. W. van der Woude (Constitutional law). After 19:00 hours there were drinks and visitors visited the stand of TAR-justitia (juridical magazine Netherlands Antilles and Aruba).

Agreement signed for execution 0-phase

On April 27 at 09:30 hours the UNA's rector, prof. J. de Bruijn and director J.M. Aben of the Curaçaose Wegenbouw Maatschappij signed the agreement for the execution of the 0-phase, starting on May 14th. This phase includes the delivery of two sporting fields (basket ball and football) in June, a book depot which will primarily be used as two lecture rooms in December and lecture rooms for the faculty of Arts, the SEF and the Computer Center by the Summer of 2008. The UNA honors its' two misses Curaçao

The UNA is proud to boast two students, combining brains with beauty: this year both miss Curacao Universe and miss Curacao World are students of the UNA's SEF faculty. Naemi Monte, miss Curaçao Universe, studies Business Administration (3d year) and miss Curacao Worldm Lisaika Everitz, is a second year student Accounting. Important educational conference at Aruba, from May 2-5

The University of Aruba (UA) and the Instituto Pedagogico Arubano (IPA), together with several partners, have organized an important educational conference on May 2, 3, 4 and 5 of this year.  The partners in Aruba are the Teachers Union (SIMAR), the National Library (BNA), the Institute of Culture (ICA), the School for Intermediate Professional Education (EPI), the Ministry of Justice, the Department of Education, and the Department of Social Affairs (DAS). The international partner is the University of Puerto Rico (UPR).

 
The conference
carries the title:

Systemic frameworks for development oriented education:
Fostering humanity through civic education based on competencies.

The theme implies a focus on the core of all educational activities, being ‘development for humanity’.

The conference points out theories, research, practice and training that enable education which fosters development, focusing on human competencies and departing from a comprehensive understanding of society and the role of education in development. The theme highlights the basic mission of education as development-fostering activity in not only school-systems, but also in the fields of social work, culture, communication and information, health and justice. The conference calls for a critical focus on the quality of education and elaborates competencies on multiple levels, individual, organizational/institutional and societal level, as conditions for the ‘development for humanity’. 
We are proud to announce that we count on the collaboration of experts from Aruba, Curaçao, Puerto Rico, Cuba, Venezuela, Brazil, Trinidad, Colombia, Dominican Republic, Peru, Mexico, Chile, Argentina, The Netherlands, USA and Canada.

Lecture and film premiere Carlos Weeber on April 18th

Thanks to the initiative of Ir. Ted Peterson, on April 18 architect Carlos or “Carel” Weeber gave a lecture at the UNA, while at this occasion the film “Rokend Hart” was shown for the first time on the island. Carlos Weeber was born in Curacao and lived during the majority of his life in the Netherlands, where he studied Architecture. After his studies, Weeber was not only active as an architect, but also as a lecturer, professor and dean at the Technical University of Delft.  In 2006 Carlos Weeber was awarded with the Rotterdam-Maaskant architectural prize. In 2005 Weeber returned to his native island. This lecture, entitled "Tien bouwgeboden voor het klimaatbewust ontwerpen op Curaçao" (The 10 commandments for climate based designing on Curaçao) is one of his many efforts to promote the construction of residences in such a way to make the most of the climatological conditions on the island. The film “Rokend hart” is about local urban development according to Carlos Weeber, produced by Jord den Hollander.

On April 11, students of the courses "General Management" and "Public Administration" at the UNA's faculty of Social Sciences & Economics organized a panel discussion about the "Slotverklaring", the "Slotverklaring" being one of the major political topics at this moment. The panel discussion was organized as one of the projects that students are expected to realize as part of their curriculum, focusing on actual topics. The program was as follows:

- 20:00 hours: Opening by drs. Paul van Bladel, dean of the UNA's faculty of Social Sciences & Economics
- 20:10 hours: Presentation by mrs. Zita Jesus-Leito, ex-deputy of political affairs
- 20:30 hours: Presentation by Erich Zielinski (lawyer) of his opinion of the Slotverklaring", from a legal point of view
- 20:50 hours: Presentation of the outcomes of scientific research by students of the UNA, investigating the opinion of Curaçao's population and trade and industry

Lecture about drugs in the Caribbean region

On Thursday, March 22 at 20:00 hours the UNA's faculty of Law organized a lecture by dr. Tim Boekhout van Solinge, entitled: "
Het drugsvraagstuk in de wereld, met speciale aandacht voor de cocaïnehandel in de Caraïben" (the drugs issue in the world, with special attention for cocain trade in the Caribbean region).

In this lecture dr. Boekhout-Van Solinge dealt with the issue of drugs and provide an overview of:

1. The use of drugs, worldwide
2. Drug production
3. The (international) narcotic trade
4. Policies on drugs, international and Dutch

Since 200 Tim Boekhout-Van Solinge has been connected to the Willem Pompe Institute for Criminal Law Studies at the University of Utrecht, as a lecturer in Criminology. Prior to that he worked for five years at the "Centrum voor Drugsonderzoek (CEDRO), of the University of Utrecht. He performed research in Europe (the Netherlands, France and Sweden), in the Caribbean region (Jamaica) and in Asia (Thailand) and is the author of a number of books, reports and articles about drug abuse, drug trade and (the international) policy on drugs.

Lecture professor Gerti Hesseling on March 15th

On Thursday, March 15th, professor
prof. Gerti Hesseling gave a lecture at the UNA, entitled "Recht en Vrede kussen elkaar. Over het belang van een democratische rechtsstaat" (Justice and peace kiss each other: the importance of a democratic constitutional state). Professor Hesseling is holder of the chair "Vredesopbouw en de Rechtsstaat" (The making of peace and the constitutional state) at the University of Utrecht.  

Synopsis of the lecture (in Dutch)
In deze lezing staat het belang van een democratische rechtsstaat om een vreedzame samenleving te bevorderen, centraal. De rechtsstaat moet het mogelijk maken om conflicten en geschillen tussen (groepen) mensen onderling en met de overheid vreedzaam op te lossen. Daarvoor zijn spelregels nodig die niet alleen wettelijk verankerd zijn, maar ook door de betrokkenen als legitiem worden ervaren. Omdat het begrip rechtsstaat vaak te pas en te onpas wordt gebruikt en dreigt te verworden tot een containerbegrip, zal allereerst gekeken worden naar de kern van de rechtsstaat. Vervolgens wordt ingegaan op de recente, grote aandacht voor interventies op het gebied van de rechtsstaat binnen de internationale ontwikkelingshulp. Aan de hand van enkele voorbeelden in Afrika wordt de relatie tussen vrede en recht verder uitgewerkt. Tot slot zal één aspect van de rechtsstaat nader belicht worden: de kwaliteit van juristen. Zij geven aan al die instituties die zorgen voor een goed geolied staatsapparaat een gezicht en zij kunnen ertoe bijdragen dat burgers de rechtsstaat waarin zij leven als legitiem ervaren.

Lecture about Islamic law on March 13th

On Tuesday, March 13th, prof. F.J.a. van der Velden, professor Islamic law at the VU Amsterdam and a former lecturer at the UNA in 1988 - 1989 gave a lecture at the UNA, entitled "Islamitisch recht: tussen traditie en moderniteit" (Islamic law: between tradition and modernism).

UNA-student receives first Boolchand Scholarship Award

During a small ceremony at the UNA, mr. Ram Boolchand, Managing Director of the well-known Boolchand Group, presented the first Boolchand Scholarship Award to student Vivek Daryanani, a promising first-year ICT student at the UNA's faculty of Engineering. 

The Boolchand Award will be awarded for 4 consecutive years to promising first year students ICT at the UNA. The award consists of a check of ANG 7,500 and was established at the occasion of the celebration of the 75th anniversary of the Boolchand Group, to support ICT students, as they study sciences, related to the firm's anniversary theme "Improving the quality of life through technology".

Two inaugural lectures on March 1


On March 1 two inaugural lectures were held at the UNA:

Lecture about financial perspectives Netherlands Antilles

On Tuesday, February 27, the minister of Finance, E. De Lannooy was planned to give a lecture at the UNA, entitled: "Financiële perspectieven voor de Nederlandse Antillen op de lange termijn." (Financial perspectives of the Netherlands Antilles on the long term). Due to a problem with her throat, she was not able to give the lecture herself. Luckily, minister Leeflang of Education, was willing to give the lecture in her place. After the lecture the minister and mr. F. Curiel answered the questions of the audience.

Summer courses by UNA and CARMABI

On Tuesday, February 27 at 14:30 hours prof. De Bruijn, Rector Magnificus of the UNA and dr. A. Debrot, director of CARMABI, signed a memorandum of agreement for the joint development and organization of educational programs in the field of tropical marine biological sciences, island ecology and  natural resource management. 

Starting this summer the UNA and CARMABI will be offering the following three summer courses to students of the UNA and to students of the Antilles and abroad: “Tropical Marine biology”, “Quantitative reef sampling methods” and “Sustainable mariculture of fish and crustaceans”. The first two courses are a combination of field- and laboratory activities and lectures and have a duration of 6 weeks. In these courses students themselves will be collecting information under water. The last mentioned course will also be offered to the Antillean community, as in the case of the UNA's “Educatie in Erfgoed” course. 

The initiative for this co-operation is the result of the UNA's wish to expand its reasearch activities and to operate on a more international scale, while CARMABI aims to increase its educational activities and to stimulate students to enroll in tropical marine biology management and research. The UNA has a lot of experience with the development and execution of educational programmes and CARMABI can boast over fifty years experience in supporting and conducting scientific research in the Netherlands Antilles. With this concentration of strengths CARMABI and UNA believe to be able to reach a successful co-operation and offer attractive educational programs for those, active in marine biological sciences.

Theme event "Youth" with minister of education and mayor of Rotterdam

On Thursday, February 22d the UNA and the minister of Education, mrs. O. Leeflang organized a theme-event about our youth and the future of our youth, at the occasion of the symbolical inauguration of the new chair at the UNA, called Youth and education, with special attention for criminology ("Jeugd and Education, met speciale aandacht voor criminologie"). The event took place in the UNA's aula, starting at 20:00 hours and was attended by an audience of about 200. Special guest at this occasion was be mayor Ivo Opstelten of Rotterdam, as a driving force behind the creation of this new chair.

The program started with a brief introduction by professor Reijntjes (dean of the UNA's Faculty of Law) mayor Opstelten and the minister of Education and the symbolical inauguration of the chair by the UNA's rector, prof. J. de Bruijn.
Following that, drs. Y. Bakhuis, head of of "Directie Jeugd en jongerenontwikkeling" (Direction youth development) gave a presentation, entitled: What is happening with our youth? (Waar gaat het heen met onze jeugd?), during which she presented the results of the latest Youth monitor Netherlands Antilles (Jeugd Monitor Nederlandse Antillen). This monitor was performed in the first half of 2006, among over 8000 Antillean youths. The complete report will be available by April of this year. 
The last program item consisted of a panel discussion between drs. Y. Bakhuis, drs. S. Inderson (criminologist), drs. P. Schotborgh (lecturer in criniminology, UNA), prof. F. Bovenkerk (professor Criminal law, University of Utrecht) and prof. Reijntjes (professor Criminal law at the UNA and dean of the UNA's Faculty of law). The discussion was guided by moderator drs. J. Cozijns-Isenia and was about a selection of topics, drawn from the outcomes of the Youth Monitor Netherlands Antilles.

Papiamentu dictation on February 21st

On Wednesday, February 21st the UNA's faculty of Arts and the Fundashon pa Planifikashon di Idioma (FPI) organized the second Papiamentu dictation, at the occasion of UNESCO's International day of the mother tongue. The dictation started at 19:00 hours, in the Aula of the UNA.

This year there were about 90 participants and the text was read out by mrs. Lucille Berry-Haseth. The jury consisted of of Silvio Jonis (president of the committee who produced the official orthography), Sidney Joubert (secretary of the above-mentioned committee) and Ronnie Severing (director of the FPI: Fundashon pa Planifikashon di Idioma). Like last year, the spelling of the written texts had to comply with the official orthographic rules (1983). This year's proud winner is Elfrid Kirindongo, with only 1 mistake. After drawing lots, Marila Jiménez (2 mistakes) obtained the second prize, while Mervina Bilkendijk (also 2 mistakes) ended up on the third place.

Literary discussion with 2 writers on February 15th

On Thursday, February 15th, the UNA's faculty of Arts and the Fundashon pa Planifikashon di Idioma (FPI) organized a literary discussion, entitled "The writer's mind". The discussion was held in the UNA's aula, starting at 20:00 hours.

Figuring in this discussion were Philip Mann (New Zealand) and Joseph Hart (Curaçao), writer of the the novel Election Dance.
Philip Mann
is a former professor of drama at the Victoria University of Manchester, England. His extensive oeuvre includes an impressive list of science fiction novels, poetry, shorter fiction, philosophical and political articles stage plays, operatic works, radio plays, short stories and other programmes for radio. He has also supervised the production of numerous theatre productions.
Joseph Hart was born in Bonaire and was raised and educated in Curaçao, where he obtained his teacher’s certificate. In Holland he worked and studied and got his master’s degree in English. Back on his island he worked at a high school, at the University of the Netherlands Antilles, and gave evening classes in English conversation. Later he became the superintendent of secondary schools for the Roman Catholic School Board. He now has his own language institute. Throughout his life he has been involved in social-cultural projects aimed at improving the quality of life of his island community, for which he was honored by a royal decoration. In 2000 he published his first collection of poems in four languages (“Entrega”). ‘Election Dance’ is his first novel.

Lecture on integrity in the public administration (integer overheidshandelen)

On Tuesday, February 6th, prof. mr. Peter Nicolai gave a lecture at the UNA, entitled "Integer overheidshandelen" (integrity in the public administration). The lecture will be held in the left part of the UNA's Aula.

Professor Nicolai has a law firm, "Nicolai advocaten" and is connected to the University of Amsterdam (UvA). Professor Nicolai has acquired his doctoral degree on the topic "Beginselen van behoorlijk bestuur" (priciples of good government) and publishes regularly about the topic of "algemeen bestuurs(proces)recht". Professor Nicolai has recently been in the picture in the Netherlands, as the lawyer of Princess Margarita in her case against the Dutch royal family.

Lecture about aggression at school and the harshening of society

On Thursday, January 25th at 20:00 hours, professor J. van Acker gave a lecture in the Aula of the UNA entitled:
"Probleemgedrag in de klas, agressie op school en de verruwing van de samenleving" (problematic behaviour in the class-room, aggression at school and the harshening of society).

Professor J. van Acker (1940, Bruges, Belgium) is Emeritus Professor Pedagogical Sciences. After having acquired his Ph. D. in Psychological and Pedagogical Sciences at the State University of Ghent, he worked in Congo for three years, as a development-aid worker. After a job at respectively the Department of Developmental Psychology of the Free University Brussels and at the Ministry of Justice in Brussels, as a civil servant, he became director of the State Clinic and Re-education Institution (a youth prison for adolescent girls) at Bruges. From 1973 to 1075 he worked at the "Pedologisch Instituut" of the Free University of  Amsterdam, as an Adolescent Therapist. From 1977 to 1980 he was director of the "Orthopedagogisch Instituut Otto Gerhard Heldring', in Zetten (a Dutch treatment center for severely conduct disordered adolescents). From 1980 to 2001 he worked at the University of Nijmegen, The Netherlands, as professor of Orthopedagogical Sciences and as Head of the "Family Project" ( a project for intensive family treatment for severely conduct disordered and delinquent children and adolescents).
Since 2001 professor Van Acker has been giving private practice, which includes parenting advice, training school teachers in creating safe schools, training teams of youth workers and consulting on juvenile delinquency prevention and treatment.

Professor Van Acker has been invited by the SGE (
Sentro pa Guia Edukashonal: Center for Educational Guidance) and the FIdE (Fundashon pa Inovashon di Enseñansa: Foundation for Educational Innovation) in December 2006/January 2007 and has been training training 40 local teachers and 27 local trainers in the recognition of problematic behavior and how to deal with aggressive and/or problematic children.

Lecture about the effects of human rights on domestic law

On January 24th at 20:00 hours professor E. A. Alkema gave a lecture in the Aula of the UNA, entitled "Mensenrechten en civil society” (Human rights and civil society). Prof. Alkema has been holding the Van Asbeck chair in Leiden since 2003.

The emphasis of prof. Alkema’s teaching commitment was on the effects of international justice on domestic law. Prof. Alkema, who has been a professor on Constitutional law at the University of  Leiden from 1985 to 2003, is active in the field of human rights and their influence on domestic law. Besides, he was extraordinary professor in human rights at the University of Amsterdam, guest professor Constitutional law and human rights at the UNA and guest professor European human rights at the Europa College in Brugge. Between 1996 and 1999 he was active as a a member of the  European Committee of Human Rights in Straatsburg and from  2000 to 2004 as a member of the State Council of the Netherlands. Prof. Alkema is a member of the Advisory Comittee of the Netherlands Helsinki Committee (NHC) and the "Nederlands Juristen Comité voor de Mensenrechten" (NJCM), the Dutch Section of the International Commission of Jurists (ICJ). 

About the Van Asbeck chair
The Van Asbeck chair  has been named after prof. F.M. van Asbeck (1889-1968), professor in Leiden for a.o. Comparative constitutional law and International law. The Van Asbeck chair connects two areas of law: International and Domestic law.

Report of the Panel discussion and presentation UNA Publications on January 18th

On Thursday evening, January 18th, at 20:00 hours there was another special event in the aula of the UNA, with 2 highlights:

- A panel discussion and plenary discussion about the topic "Integrity"
- Presentation of the "UNA publications 2006"


1. Presentation of "UNA publications 2006"
Cees van de Sande, staff-member of the UNA's Faculty of Engineering and member of the editorial staff, presented the new publication (which is in the Dutch language) to the authors. 
Sale of the book
As of Saturday, January 20, "UNA Publications 2006" will be obtainable at the bookshops Mensingh's Caminada, Book Plus and Van Dorp-Eddine, for NAfl. 12,50. Last year's edition, "UNA Publications 2005", the contents of which is still actual and interesting, will still be obtainable for the reduced price of NAfl. 7,50 a piece.

It has been a good meeting, attended by almost 100 persons. The presentations by the panel members were rated as interesting and were followed by a lively plenary discussion. For the near future the UNA is planning more events of this kind, starting with a series of lectures, entitled: "Deugdzaamheid en democratie" (Good governance and democracy). More information about these events will be spread shortly via the newspapers, radio and this website.

Report of Dies natalis celebration UNA on January 12th

On January 12th, at 20:00 hours, the UNA celebrated its 28th year of existence in the Aula of the university at the Jan Noorduynweg 111. The "dies rede" (dies speech) was performed by prof. dr. M. Fennema, from the "Universiteit van Amsterdam" and dealt with the topic of authonomy in relation to prosperity.

The program consisted of the following items:

- Presentation of the annual report by Rector Magnificus prof. dr. Jeanne de Bruijn, about the year 2005-2006

- Official presentation of the publication "Een aanzet tot integrale ontwikkeling bezien vanuit het perspectief van het Caribische deel van het koninkrijk”. This book contains the output of three seminars and a conference, that have been organised in November 2005 by the "Antillaanse Oranje Comité" and the UNA, at the occasion of Her Majesty the queen's 25th jubilee. At this occasion the book was be presented to architect Dito Abad, as a representative of the authors.

- Following that, prof. dr. M. Fennema, professor in Political Theory and Ethnic relations, performed the "Diesrede". In his speech he examined the historical backgrounds of the Netherlands' emphasis on good governance and Dutch involvement in the juridical sector of the overseas areas, drawing a comparison between the negotiations with Curaçao and those that have taken place with Indonesia in 1949 and with Suriname in 1974/75, prior to their political independence.

- Last but not least, the students' union "UNESE" gave a presentation about 25 years UNESE, at the occasion of their recent 25th anniversary in November 2006.

Open lecture "Future Netherlands Antilles and Aruba in European union"

On Tuesday, January 9th, the UNA organized an open lecture in the Aula at 20:00 hours, entitled: “ The Netherlands Antilles and Aruba: European developments. About the future of the Netherlands Antilles and Aruba in the European Union”

In this lecture, two important European law developments were discussed from the point of view of the Netherlands Antilles and Aruba:
 • Possible voting rights for the Dutch nationals in the Netherlands Antilles and Aruba for European Parliament (the case
   of Eman and Sevinger for the Court of Justice of the European Communities)
• The European law implications of changes in the state structure of the Netherlands Antilles within the Kingdom of the
   Netherlands. To what extent do (possible) changes in the status of the different islands have implications from the
   point of view of European law?

Because of the attendance by 37 students from the USA, the Netherlands Antilles, the Netherlands and from the Winterschool in international and comparative law (taking place at UNA between December 26th and January 13th), the lecture was held in the English language. After the public lecture drinks were offered by the Winterschool.

Her majesty the queen visits the UNA

On November 13th, around 16:00 hours, her Majesty Queen Beatrix of the Netherlands visited the UNA, as part of her visiting program for the island of Curacao. The visit lasted almost one hour, during which she spent a lot of time talking with students of the UNA about four discussion topics, one for each of the university’s faculties. She also showed interest in and understanding for a group of students, who were demonstrating in favor of a more sustainable education policy.

New publication
During the first fifteen minutes she was received by Rector Magnificus prof. dr. J. de Bruijn, who also presented her the first copy of the brand-new publication “Een aanzet tot Integrale Ontwikkeling, bezien vanuit het perspectief van het Caribische deel van het Koninkrijk”. This publication, which was sponsored by the “Comite Zilveren Jubileum”, was realised in a cooperation between the UNA and the Antillean “Oranje Comité”. The book is a follow-up on a conference, organized on the 25th of November 2005 by the UNA and the “Oranje Comité” at the occasion of Her Majesty the Queen’s 25th anniversary.

Exhibition
At the end of the program Her Majesty had a look at a small exhibition with pictures and illustrations on Her Majesty’s previous visit to the UNA in February 1987, the expansion of the university premises and the 25th anniversary of the UNA, in the academic year 2004-2005.

Lecture on films in the Caribbean region

On Sunday, November 5th at 11:00 hours dr. Bruce Paddington, lecturer at the Saint Augustine University of the West-Indies in Trinidad, gave a lecture at the UNA about Caribbean films. During the lecture he used various film fragments to show the development of the Caribean Cinema.

Bruce Paddington currently teaches "Educational Technology", at the school for Educational and Film studies and "Video productionand Photography" at the "Center of Creative and Festival Arts" and worked as a professor in Film and Video at the York University in Toronto and at the Bowling Green State University in Ohio. He has been active as a script writer, producer and director for over 500 regional and international films, many of which have been rewarded. The UNA is one of many universities who have proudly presented this film expert.

Mr. Paddington's visit to Curaçao is the result of a cooperation between the Teatro Luna Blou, the UNA, the M.I.L. and the International School.
He also gave a lecture at the Teatro Luna Blou on Monday November 6th at 11:00 hours.

Presentation dictionary and speech


On Thusday October 26th drs. Igma van Putte-de Windt and dr. Florimon van Putte,  authors of the new “Walburg Pers’ Groot Woordenboek Nederlands-Papiaments” presented the new Papiamento dictionary to the public at the UNA.

At this occasion they also held a speech, entitled ‘Twee vliegen in een klap’? Overeenkomsten en verschillen tussen een woordenboek Papiaments-Nederlands versus Nederlands-Papiaments. (Two in one? Similarities and differences between a library Papiamento-Dutch versus Dutch-Papiamento).

Celebration SOAB's twelfth anniversary at the UNA

On October 5th the SOAB (Stichting OVerheids Accountants Bureau) celebrated its 12th anniversary by organizing a lecture and discussion evening, together with the Audit department of the Dutch Ministry of Education, Culture and Sciences (Ministerie van OCW) on Thursday, October 5th at the UNA, at 20:00 hours.

Lecturer at this event was mr. drs. Henk Post CPC, director of the Audit department of the Dutch Ministry of Education, Culture and Sciences. The lecture’s title was “Good Governance means a good Internal Audit Service: a case study”. After the introduction the audience was invited to ask questions and to join in the discussion about this topic.

The SOAB has consciously chosen for the UNA as the location for their celebration, as they have have had a close relationship with the UNA ever since their origin, many of their personnel members being graduates from the UNA and many of them also teaching at the UNA’s Faculty of Social and Economical Sciences, something that is actively encouraged by SOAB. This is also why, at this occasion, the SOAB has offered the UNA a number of books about various business administration/accountancy issues, issued by the SOAB’s inhouse training bureau, the “Holland Consulting Group”.

Celebration World Day of Peace 2006

On Thursday, September 21st students and personnel of the UNA were among the 200 organisations worldwide, celebrating the United Nations' "International Day of Peace" with a lunch time meeting in the aula. The purpose of this meeting was, to stand still at all the places where armed conflicts are going on at this moment and to realize how privileged we are to be able to live, study and work on this beautiful island in a situation of peace.

The program began with a song: "Let there be peace on this earth", performed by the student Amarelys Calmes, accompanied by student Giorgio Broos. Two of their peers: Abdallah Hakim and Aida Majzoub, who both have family members in Libanon, shared their personal experiences with the audience. The keynote speaker for this event was reverend Tünde Boelens. The title of her contribution was "Let us maintain the art of peace in our culture". After that, the participants looked at a projection of images of war and peace and received a small souvenir: a bookmark, containing the text of a famous peace song.

Opening of the academic year 2006-2007

 On September 1st UNA organized the “Opening of the academic year”. The event was held in the Aula of the UNA. The key-note speaker for the traditional “Dies” speech was dr. Mito Croes, former minister of Aruba. The title of his speech was “De herdefiniëring van het Koninkrijk. Un Reino Nobo” (re-defining the kingdom).  At this occasion the departing Rector Magnificus dr. G. Narain has also handed over the management of the university to her successor, prof. dr. J. de Bruijn. Both Mrs. Narain's farewell speech and the Dies speech will be published in the “UNA publicatie”, which will be issued this fall.

Introduction week

 From July 31st to August 5th the UNA organized its yearly introduction week, in which  almost half (200) of the total of over 400 “freshmen and -women” have participated. During this week the new students are guided by 40 specially trained “mentors” to get to know the ins and outs of studying at the UNA. Besides that, the program contains a number of social activities, aimed at getting to know ach other. The yearly highlight, the community project, this year consisted of the redecoration of the Sint Antonius School at Santa Maria. The introduction week is entirely organized by 11 students of the UNA who are part of the “IntroComUNA”, (Introduction Committee UNA).
